1 目的 Objective
为规范临时用电审批程序，防止触电和电气火灾事故发生，保障企业财产和人员生命安全，制定本标准。
To standardize the review/approval procedures for use of temporary power, to prevent electrical shocks and electrical fire incidents, and to safeguard the Company properties and lives of workers. 2 适用范围 Scope of application
本标准对临时用电审批、安全措施、过程管理以及电气设备防护、电工及用电人员、电票管理作了规定，适用于公司所属各单位、承包商和及其作业人员。
This standard defines temporary power approval procedures, safety measures, process management, electrical equipment protection, management on electrician, personnel using power and power permit which applies to all departments of the Company , contractors and their workers.
3 术语或定义 T erms or definitions
3.1 临时用电：在运行生产装置、罐区和其它易燃易爆危险场所接驳、使用临时电源。 Temporary power use: refers to temporary power supply to be wired or to be used in areas of the process units in operation, tank farms and other flammable and explosive hazardous areas. 4 职责 Roles and responsibilities
4.1 HSE部负责制定临时用电安全管理标准并对落实情况进行监督。
HSE Department shall be responsible for developing the Standard fo r Use of Temporary Power and supervision of the implementation of this Standard.
4.2 机械设备部负责临时用电管理，电气车间负责办理《临时用电许可证》（以下称电票），负责确认临时用电技术措施、临时用电线路和临时用电设施的安全可靠性。
Mechanical Department shall be responsible for the management on use of temporary power, the Elec trical shall be responsible for handling the “Permit for Use of Temporary Power” (hereinafter referred to as power ticket), and confirming the safety and reliability of use of temporary power, temporary power cables and temporary power facilities.
4.3 业务团队负责确定并监督落实现场安全防范措施，指定临时用电安全监护人，办理与临时用电相应的《二级用火作业许可证》（以下称火票）。
The business teams shall be responsible for determining and supervising the field safety precaution measures, designating temporary power safety attendant, and handling the “Secondary Hot Work Permit” (hereinafter referred as fire ticket) corresponding use of temporary power.
4.4 施工作业单位（承包商）负责申办相应的火票和电票，负责落实临时用电安全防范措施，保证用电过程的安全。
The construction operation units (contractor) shall be responsible for applying for the corresponding fire ticket and the power ticket, implementing the temporary power safety precaution measures to ensure the safety during use of power.
5 工作程序或要求 W ork procedures or requirements
5.1 在运行的生产装置、油品罐区和其它易燃易爆危险场所，一般不允许接驳临时电源。确需接驳临时电源时，必须办理相应的火票和电票，并采取适宜的安全防范措施。
In the areas of operating production units, oil tank farm and other flammable and explosive hazardous areas, normally temporary power is not allowed to be connected. When temporary power is indeed needed, corresponding fire ticket and power ticket must be applied for, and appropriate safety precaution measures shall be taken.
5.2 临时用电审批程序 Temporary power approval procedures
5.2.1 施工作业单位（承包商）提出临时用电申请，经项目管理部门签字认可后，到属管业务团队办理火票，然后持火票、电工证到电气车间办理电票。电票经电气车间协调员审核备案后，到用电区域属管电工班办理用电手续。
The construction unit (contractor) submits the temporary power use application, and after signed and approved by the project management department, obtains the fire ticket from the responsible business team; then the contractor shall come to the Electrical Business Team with the fire ticket and electrician certificate to obtain the power ticket. The power ticket shall be reviewed and filed by electrical coordinator, and then the procedure for use of power shall be handled with the electrician team which is responsible for use of the power in the area.
5.2.2 机械设备部属管单位检维修动火或其它作业需临时用电，可凭相应的火票直接到动火区域属管电工班办理用电手续。
In case of use of temporary power for hot work in the repair or maintenance or any other operations by responsible units of Mechanical department, the unit may come directly, with the corresponding fire ticket, to the electrician team which is responsible for the area to handle the procedure for use of power.
5.2.3 电票时限应与火票时限一致，临时用电时间超过电票时限，应重新办理电票。
The time limit for power ticket shall be consistent with the fire ticket; in case that the time for use of temporary power exceeds the time of power ticket, power ticket shall be applied for again.
5.2.4 非生产区域或非易燃易爆危险场所的施工临时用电，可由施工作业单位（承包商）提出申请，经属管业务团队和项目管理部门审核、HSE 部审批后，延长临时用电时间。
For use of construction temporary power in non-production area or non-flammable or non-explosion hazardous area, the construction unit (contractor) shall submit the application, and the time for use of temporary power can be extended after review of the responsible business team and project management department and approval of HSE Department.
5.3 对电工及用电人员的要求 Requirements for the electrician and personnel using power
5.3.1 电工必须经过国家现行标准考核合格后，持证上岗；其他用电人员必须通过相关教育培训和技术交底，具有相应的资质证书方可上岗。
The electrician must undergo the prevailing State standard examination, and be assigned to post with certificate; other personnel for use of power must be provided with the relevant education,
training and technical disclosure, and only the personnel with qualified certificate can be assigned to site.
5.3.2 安装、巡检、维修或拆除临时用电设备和线路，必须由专业电工完成，并应有人监护。电工等级应同工程的难易程度和技术复杂性相适应。
The erection, patrol inspection, repair or removal of equipment and cable routes of temporary power must be completed by qualified electrician with care of attendants. The grade of electrician shall be compatible with the difficulty of the project and the complicacy of the technology.
5.3.3 各类用电人员应掌握安全用电基本知识和所用设备的性能，并应符合下列规定： V arious power using personnel shall master basic knowledge for power safety and the performance of the equipment used, and shall comply with the following regulations:
● 使用电气设备前必须按规定穿戴和配备好相应的劳动防护用品，并应检查电气装置和保护设施，严禁设备带“缺陷”运转；
Corresponding PPE must be worn and equipped before use of electrical equipment, the electrical device and protection facility must be inspected, and it’s forbidden to have the equipment operating with “defects”;
● 保管和维护所用设备，发现问题及时报告解决；
Preserve and maintain the equipment used, timely report and resolve the problem;
● 暂时停用设备的开关箱，必须分断电源隔离开关，并应关门上锁加标示牌；同时从电源接出柜（配电箱）停止送电；
When an equipment is out of service, the corresponding power isolation switch of the switch cabinet must be cut off, and the cabinet door shall be closed , locked and tagged. At the same time, cut off the power of outlet (distribution box).
● 移动电气设备时，必须经电工切断电源并做妥善处理后进行。
Before moving the electrical equipment, cut off the power by electrician and proper treatment shall be conducted.
5.4 电气设备防护 Electrical equipment protection
5.4.1 现场电气设备周围不得存放易燃易爆物、污染源和腐蚀介质，否则应予清除或做防护处置，其防护等级必须与环境条件相适应。
No explosive or inflammable substances, pollution sources and corrosive media are allowed to be stored around the electrical equipment on site, otherwise they shall be cleared out or protective treatment shall be granted; the protection grade must be adaptable to the environmental condition.
5.4.2 电气设备设置场所应能避免物体打击和机械损伤，否则应做防护处置。
The electrical equipment premises shall avoid object striking and mechanical damage, otherwise protection treatment shall be provided.
5.4.3 临时用电线路架空时，应采用绝缘铜芯线；装置内架空线距地不得低于2.5米，穿越机动车道时不得低于5米；横穿道路时要有可靠的安全保护措施，严禁在树木、脚手架和工艺管道上架设临时用电线路。
When the temporary power cable is laid overhead, insulated copper core wire shall be used; the overhead cable within the plant shall not be less than 2.5m, no lower than 5m when running across motorized vehicle access; when crossing road, reliable safety protection measures shall be provided, a nd it’s forbidden to set up temporary power cable over trees, scaffolding and process pipelines.
5.4.4 采用埋地敷设的电缆线路，应避免机械损伤和介质腐蚀。埋地电缆路径应设方位标志。电缆直接埋地敷设的深度不应小于0.7m ，并应在电缆紧邻上、下、左、右侧均匀敷设不小于50mm 厚的细砂，然后覆盖砖或混凝土板等硬质保护层。穿越道路时应加装保护套管、盖板等设施。
Mechanical damage and media corrosion shall be avoided for the buried cable. Bearing identification shall be provided for the path of buried cable. The depth of the directly buried cable shall not be less than 0.7m, fine sand no less than 50mm thick shall be provided above and beneath the cable and at right and left side of cable, then the structure shall be covered with brick or concrete slab as hard protection layer. When running across road, there shall be protective sleeve as well as cover plates, etc.
5.4.5 装饰装修工程或其他特殊阶段，应补充编制单项施工用电方案。电源线可沿墙角、地面敷设，但应采取防机械损伤和防火措施。
For interior decoration project or in other special phases, an additional power utilization program for single item construction shall be developed. The power line shall be applied along wall corner and ground; however, measures shall be taken to prevent the mechanical damage and fire.
5.4.6 在建工程内的电缆线路必须采用电缆埋地引入，严禁穿越脚手架引入。当从外电线路接引临时电源时，必须符合《施工现场临时用电安全技术规范》。
The cable in the project under construction must be led in underground, and it’s forbidden to run the cable across the scaffolding. In case of introduction of temporary power from external power lines, it must comply with the “Construction Site Temporary Power utilization Safety Technical Specification”.
5.5 临时用电安全措施 Temporary power safety measures
5.5.1 安装临时用电线路的电气作业人员，必须具有合格的电工证，严禁非专业电工接驳临时电源。
The electrical operators erecting the temporary power line must possess qualified electrician certificate, it’s strictly forbidden to have non -professional electrician to connect the temporary power.
5.5.2 临时用电设施的设备外壳必须可靠接地，电源线路中需有独立的接地连接线与电源部分接地体相连。
The enclosure of equipment of temporary power facility must be reliably grounded. In the power cable route, there shall be independent grounding connecting with the grounding body of the power supply .
5.5.3 在防爆场所使用临时电源，电气元件和线路必须达到相应的防爆等级，并采取相应
的防爆安全措施。
For temporary power using at explosion proof area, the electrical components and cable must reach the corresponding anti-explosion grade, and the corresponding anti-explosion safety measures shall be provided.
5.5.4 现场临时用电配电盘、配电箱应有编号，具有防雨、防小动物措施；配电盘、配电箱门应能牢靠关闭并加锁。
The distribution panel and cabinet for site temporary power utilization shall be numbered, and there shall be rainproof measures and keep away from small creatures; the distribution panel and cabinet doors shall be securely closed and locked.
5.5.5 照明用行灯电压不应超过36伏，在特别潮湿的场所或塔、容器、储罐等金属设备内作业时行灯电压不应超过12伏。
The voltage for the light fittings shall not exceed 36V; in case of operation at particular wet area or in metal equipment such as tower, vessel and tank, the light fitting voltage shall not exceed 12V.
5.5.6 临时用电设施，必须安装符合规范要求的漏电保护器。移动工具、手持式电动工具应做到“一机一闸一保护”。
The temporary power facility must be provided with leakage protector in compliance with the requirements of the regulation. For mobile tools, handhold electrical tools, the principle “one machine, one circuit breaker, and one protection” shall be ensured.
5.5.7 临时用电设施和临时用电线路必须按供电电压等级和容量正确使用，所用电气元件应符合国家规范、标准要求。临时用电电源施工、安装必须执行电器施工安装规范，并接地良好。
The temporary power facility and cable routes must be used correctly as per power supply voltage grade and capacity; the electrical components used shall comply with the State codes and standards. The construction and installation of temporary power supply must comply with the electrical equipment construction and installation specifications, and must have sound grounding.
5.5.8 送电前要对临时用电线路、电器设备进行检查，确认符合用电规范后方可送电。 Before energizing, the temporary power utilization line and electrical equipment shall be inspected. It cannot be energized until it is confirmed that the power use regulation is complied with.
5.6 临时用电过程管理 Management on temporary power utilization process
5.6.1 项目承包商的自备电源不得擅自接入联合石化电网。
The self-possessed power of the project contractor shall not be connected to the FREP grid.
5.6.2 用电单位（承包商）必须严格遵守联合石化各项安全管理规范，不得变更用电地点和用电项目，禁止任意增加用电负荷，禁止私自向其它单位转供电。
The power utilization unit must comply with all safety regulations of FREP, and shall not change the power utilization location and power utilization project; it’s forbidden to increase the power utilization load arbitrarily, and transfer the power supply to any other units privately.
5.6.3 在用电过程中，因不可抗力（如地震、灾害天气等因素）出现意外事故或事故苗头
时，用电人员必须立即停止用电，待险情排除并确认安全后，再恢复临时用电。
During use of power, in case of unexpected incident or any trace of incident due to force majeure (such as earthquake, disastrous weather, etc), the personnel using power must cut off the power immediately; and the temporary power cannot be resumed until such hazard is eliminated, and safety is confirmed.
5.6.4 临时用电设施要有专人维护管理，用电单位必须安排专人巡回检查，建立检查记录和安全隐患处理记录，确保临时供电设施完好。
The temporary power facility shall be managed by specified personnel, the power utilization unit shall specify personnel for patrol inspection, establish inspection records and records for treatment of hidden troubles, and ensure the proper operation of the temporary power facility.
5.6.5 属管业务团队和公司施工项目管理部门应加强对用电现场的监督管理，及时纠正违章用电行为。
The Business Teams and construction management department shall enhance the supervision and management on power using sites, and timely correct power using behavior in violation of regulations.
5.6.6 临时用电结束后，用电单位应及时报告电气车间停电。临时用电设备和用电线路由用电单位专业电工拆除。
After use of temporary power, the power utilization unit shall report to the electrical to cut off the power. The temporary power facility and cable shall be removed by professional electrician.
5.7 电票管理 Power ticket management
5.7.1 电票一式三联。用电期间，第一联和第二联由用电区域属管电工班持有，第三联由临时用电单位（承包商）持有。
The power ticket shall be made in triplicate. During use of the power, the 1st and 2nd copies shall be possessed by electrician squad managing the area of power utilization, and the 3rd portion shall be held by temporary power using unit (contractor).
5.7.2 用电设施拆除后，电票第一联由用电区域电工班停电人和用电单位用电线路拆除人签字后交电气车间保存。保存期三个月。
After removal of the temporary power facility, the 1st copy of the power ticket shall be signed by the power cutoff personnel from the electrician squad at the power using area and the remover of power line from the power using unit, and shall be kept by the Electrical for three months.

5 工作程序或要求 W ork procedures or requirements

In the areas of operating production units, oil tank farm and other flammable and explosive hazardous areas, normally temporary power is not allowed to be connected. 5.2 临时用电审批程序 Temporary power approval procedures

In case of use of temporary power for hot work in the repair or maintenance or any other operations by responsible units of Mechanical department, the unit may come directly, with the corresponding fire ticket, to the electrician team which is responsible for the area to handle the procedure for use of power.
5.2.3 电票时限应与火票时限一致，临时用电时间超过电票时限，应重新办理电票。
The time limit for power ticket shall be consistent with the fire ticket; in case that the time for use of temporary power exceeds the time of power ticket, power ticket shall be applied for again.
5.2.4 非生产区域或非易燃易爆危险场所的施工临时用电，可由施工作业单位（承包商）提出申请，经属管业务团队和项目管理部门审核、HSE 部审批后，延长临时用电时间。
For use of construction temporary power in non-production area or non-flammable or non-explosion hazardous area, the construction unit (contractor) shall submit the application, and the time for use of temporary power can be extended after review of the responsible business team and project management department and approval of HSE Department.
5.3 对电工及用电人员的要求 Requirements for the electrician and personnel using power
5.3.1 电工必须经过国家现行标准考核合格后，持证上岗；其他用电人员必须通过相关教育培训和技术交底，具有相应的资质证书方可上岗。
The electrician must undergo the prevailing State standard examination, and be assigned to post with certificate; other personnel for use of power must be provided with the relevant education,
training and technical disclosure, and only the personnel with qualified certificate can be assigned to site.
5.3.2 安装、巡检、维修或拆除临时用电设备和线路，必须由专业电工完成，并应有人监护。电工等级应同工程的难易程度和技术复杂性相适应。
The erection, patrol inspection, repair or removal of equipment and cable routes of temporary power must be completed by qualified electrician with care of attendants. The grade of electrician shall be compatible with the difficulty of the project and the complicacy of the technology.
5.3.3 各类用电人员应掌握安全用电基本知识和所用设备的性能，并应符合下列规定： V arious power using personnel shall master basic knowledge for power safety and the performance of the equipment used, and shall comply with the following regulations:
● 使用电气设备前必须按规定穿戴和配备好相应的劳动防护用品，并应检查电气装置和保护设施，严禁设备带“缺陷”运转；

5.4 电气设备防护 Electrical equipment protection

5.5 临时用电安全措施 Temporary power safety measures
5.5.1 安装临时用电线路的电气作业人员，必须具有合格的电工证，严禁非专业电工接驳临时电源。
The electrical operators erecting the temporary power line must possess qualified electrician certificate, it’s strictly forbidden to have non -professional electrician to connect the temporary power.
5.5.2 临时用电设施的设备外壳必须可靠接地，电源线路中需有独立的接地连接线与电源部分接地体相连。
The enclosure of equipment of temporary power facility must be reliably grounded. In the power cable route, there shall be independent grounding connecting with the grounding body of the power supply .
5.5.3 在防爆场所使用临时电源，电气元件和线路必须达到相应的防爆等级，并采取相应
的防爆安全措施。
For temporary power using at explosion proof area, the electrical components and cable must reach the corresponding anti-explosion grade, and the corresponding anti-explosion safety measures shall be provided.
5.5.4 现场临时用电配电盘、配电箱应有编号，具有防雨、防小动物措施；配电盘、配电箱门应能牢靠关闭并加锁。
The distribution panel and cabinet for site temporary power utilization shall be numbered, and there shall be rainproof measures and keep away from small creatures; the distribution panel and cabinet doors shall be securely closed and locked.
5.5.5 照明用行灯电压不应超过36伏，在特别潮湿的场所或塔、容器、储罐等金属设备内作业时行灯电压不应超过12伏。
The voltage for the light fittings shall not exceed 36V; in case of operation at particular wet area or in metal equipment such as tower, vessel and tank, the light fitting voltage shall not exceed 12V.
5.5.6 临时用电设施，必须安装符合规范要求的漏电保护器。移动工具、手持式电动工具应做到“一机一闸一保护”。
The temporary power facility must be provided with leakage protector in compliance with the requirements of the regulation. For mobile tools, handhold electrical tools, the principle “one machine, one circuit breaker, and one protection” shall be ensured.
5.5.7 临时用电设施和临时用电线路必须按供电电压等级和容量正确使用，所用电气元件应符合国家规范、标准要求。临时用电电源施工、安装必须执行电器施工安装规范，并接地良好。
The temporary power facility and cable routes must be used correctly as per power supply voltage grade and capacity; the electrical components used shall comply with the State codes and standards. The construction and installation of temporary power supply must comply with the electrical equipment construction and installation specifications, and must have sound grounding.
5.5.8 送电前要对临时用电线路、电器设备进行检查，确认符合用电规范后方可送电。 Before energizing, the temporary power utilization line and electrical equipment shall be inspected. It cannot be energized until it is confirmed that the power use regulation is complied with.
5.6 临时用电过程管理 Management on temporary power utilization process
5.6.1 项目承包商的自备电源不得擅自接入联合石化电网。
The self-possessed power of the project contractor shall not be connected to the FREP grid.
5.6.2 用电单位（承包商）必须严格遵守联合石化各项安全管理规范，不得变更用电地点和用电项目，禁止任意增加用电负荷，禁止私自向其它单位转供电。
The power utilization unit must comply with all safety regulations of FREP, and shall not change the power utilization location and power utilization project; it’s forbidden to increase the power utilization load arbitrarily, and transfer the power supply to any other units privately.
5.6.3 在用电过程中，因不可抗力（如地震、灾害天气等因素）出现意外事故或事故苗头
时，用电人员必须立即停止用电，待险情排除并确认安全后，再恢复临时用电。
During use of power, in case of unexpected incident or any trace of incident due to force majeure (such as earthquake, disastrous weather, etc), the personnel using power must cut off the power immediately; and the temporary power cannot be resumed until such hazard is eliminated, and safety is confirmed.
5.6.4 临时用电设施要有专人维护管理，用电单位必须安排专人巡回检查，建立检查记录和安全隐患处理记录，确保临时供电设施完好。
The temporary power facility shall be managed by specified personnel, the power utilization unit shall specify personnel for patrol inspection, establish inspection records and records for treatment of hidden troubles, and ensure the proper operation of the temporary power facility.
5.6.5 属管业务团队和公司施工项目管理部门应加强对用电现场的监督管理，及时纠正违章用电行为。
The Business Teams and construction management department shall enhance the supervision and management on power using sites, and timely correct power using behavior in violation of regulations.
5.6.6 临时用电结束后，用电单位应及时报告电气车间停电。临时用电设备和用电线路由用电单位专业电工拆除。
After use of temporary power, the power utilization unit shall report to the electrical to cut off the power. The temporary power facility and cable shall be removed by professional electrician.
5.7 电票管理 Power ticket management
5.7.1 电票一式三联。用电期间，第一联和第二联由用电区域属管电工班持有，第三联由临时用电单位（承包商）持有。
The power ticket shall be made in triplicate. During use of the power, the 1st and 2nd copies shall be possessed by electrician squad managing the area of power utilization, and the 3rd portion shall be held by temporary power using unit (contractor).
5.7.2 用电设施拆除后，电票第一联由用电区域电工班停电人和用电单位用电线路拆除人签字后交电气车间保存。保存期三个月。
After removal of the temporary power facility, the 1st copy of the power ticket shall be signed by the power cutoff personnel from the electrician squad at the power using area and the remover of power line from the power using unit, and shall be kept by the Electrical for three months.
